Spencer is a swimming addict. He would jump into the nearest body of water when given the chance. Thus, his muscles aren’t refined, but they are there never-the-less. He tries to be sincere and honest - as far as his job would allow him to. He has a firm conviction in Federation value and ideals, and although he recognises the flaws within his agency and its operations, Spencers still sees the FIS as a necessary force of good. While the ends never justify the means in Spencer’s eyes, he strives for a balanced perspective in his occupation and does his best not to get carried away. To this day, he still believes Section 31 to be nothing more than an intelligence hoax, but at the same time Spencer takes no chances and investigate all cases to the best of his abilities - S31 marked or otherwise. His family is important to his heart, but he avoids bringing the subject up during field operations for fears of endangering them and Spencer becoming emotionally compromised himself.
Biography
Spencer was born in a small farm near the town of Bath in East Somerset to an inventor and a school nurse. Being around people with the DIY mentality, Spencer grew up with more hands on experience than many Earth children could ever bargain for. At an early age, his teachers were amazed at Spencer’s vast practical skills - though, he would show up at school with his father’s strange and newly invented gadgets, (alpha and beta stage testing, as his dad called it) which backfired every now and again.
Spencer was recruited during his last year of formal schooling by the Federation Intelligence Service after an aptitude examination, designed by the Agency to look for new recruits, flagged Spencer as a potential candidate. During his time at the Aberystwyth University, Spencer received parallel training in cryptology and SIGINT, graduating three years later with a degree in Engineering. His parents were a little apprehensive at first about Spencer working for the FIS, but said they were proud of him after being able to view Spencer’s workshop in what was then his old job as an R&D scientist, working hand in hand with the Starfleet Corps of Engineers. That job, of course, lasted exactly 6 months until one of the communications encryption equipments Spencer had designed went missing. Eventually, the FIS sent several agents from the Central Security Services along with Spencer to recover the stolen items, leading to the discovery of a rogue organisation.
During the operation, Spencer worked to ensure all the sensitive data were still contained within the machine and prevented any possible leaks by hacking into his agency’s mainframe, re-encrypting the entire intelligence database, and putting the FIS network on temporary lock-down - a move that shocked many, impressed some, and angered a number of his superiors. Discovering a mole in his agency during said incident (which went unreported due to fear of reprisals), Spencer took the initiative to investigate this matter - discretely - on his own, covering all his tracks as he moved deeper into the intriguing ring of rogue spies. Not wanting to implicate anyone, Spencer slowly and discretely fed information to the FIS internal affairs, pretending to be an outside intel supplier.
Eventually, he had enough evidence to expose the rogue elements of the FIS, and 15 agents, including the deputy director of R&D were arrested, charged, and tried in court. All were found guilty and imprisoned. As Spencer was shutting down his unsanctioned shadow operation, an internal affairs agent discovered the young start-up’s den of secrecy. It was this time that he was informed of a dangerous organisation known as “Section 31”, which has allegedly infiltrated many Federation agencies, and even Starfleet Intelligence itself was compromised. Spencer still consider this information to be nothing more than an intelligence hoax, but befriended the IA agent nevertheless. The IA agent, after having sworn on his mother’s life that Spencer’s actions would be kept strictly to his immediate superior, was permitted by Spencer to inform his director that is said to be “Clean - not S31” of the situation.
The IA director, impressed by his initiative, offered Spencer field training and status as a field agent, a job which he took out of necessity. After four months of training, Spencer was assigned to the field operations department, working closely with internal affairs on various odd jobs. He keeps a workshop somewhere on Earth to continue his work of invention, and distanced himself from his family due to the nature of his work. A carbon letter and gift would be sent every now and then, but nothing that can be traced back to Spencer. Eventually, Agent Norgen was assigned to a sector in Pelek 4, based in the newly built station. His initial assignment was to sniff out any possible moles in the field station’s network.
